Yes, you can upgrade or downgrade at any time. When upgrading, the change takes effect immediately. When downgrading, you'll keep your current plan until the end of your billing period.
Your data is never deleted. If you exceed the limits of your new plan, your existing AI assets become read-only until you're back within the limit or upgrade again. On downgrade, limits apply at the next billing cycle.
